refrigerant reccovery

in EAp3 it says that there should be an EPA approved refrigerant recovery technician, is this requirement also for temporary units(like site offices site warehouse etc) or it is only for permanently installed cooling systems....

I think it applies to any technician servicing equipment that contains refrigerant.
