I want to know if vertical green wall with native and local plant species, whether or not can conribute the green ratio for option 1.

I don't see anything that indicates a vertical green wall would work for this credit. Vegetated roofs are mentioned explicitly, but not vertical walls. I think you'd need to discuss your specific project needs and intent with GBCI to get confirmation.
