We have a project in Mexico City, the system is VRF and for the interior spaces we have Fan coil units, approximately 60% of the project area is open office space and it is complicated to provide control for 50% of the occupants as we would need to invest a lot of money in HVAC equipment and this will also increase the energy load installation, with this new requirement it will be so complicated for projects at least in Mexico to comply with the requirements, so, we want to know beside operable windows, can we use like individual fan for offifces desk are consider as a control for air speed?

Yes Gabriela, desk fans count as individual occupant control. In an open office plan you basically need those or a UFAD system to achieve this credit.
In closed offices you could provide a desk fan, ceiling fan, dehumidifier, VAV, FCU, etc. to achieve individual occupant control.
