I have a project that has entered in to a Project Labor Agreement including the following: 1) Small, Local Disadvantaged Business Development Assistance, 2) First Source Employment Agreement (defines hours by trade that shall be performed by local residents) that includes Union apprenticeship programs to qualified residents, 3) a hands on 6-week summer youth program educating residents between 16-18 on building trades. In terms of the workforce development training component, any thoughts on whether the above would meet the requirements?

This definitely appears to more than satisfy the 2nd portion of Opt 1's requirements as only one of those strategies listed is required by that portion of Opt. 1.
