We are installing an air cooled VRF system with a DOAS in our building. I'm trying to figure out if it's best to install software on every fan coil unit to monitor energy usage that way or if I can get away with just sub-metering the condenser units and DOAS to best measure HVAC energy use.

It all depends on your plan to calibrate the model. What information do you need in order to calibrate the model to the level you are targeting?
The energy model wants you to break down the energy use by heating, cooling, fans, etc. Just submetering the VRF and DOAS will not break it down to that level. So what is the most cost effective way to break it down? Can you get fan information from the BMS? Can you describe how you would calibrate the model with all the energy end use data lumped together?
We will often have the BMS gather the fan data separately so we can break it out when calibrating the model.
The key is describing in your Plan the data you will be gathering and how that data will enable you to calibrate the model within your targeted level of accuracy.
