The project we are modeling at the moment is supposed to have exterior lighting for the facades, some parking lots and some walkways.
The exact LPD however is still to be calculated and will be ready at a later stage.
The question is:
Should we apply the LPD as per the standard to the Proposed and to the Baseline (equal values) or there are some other rules.
Your advice is highly appreaciated as allways.

As far as I know, you can go with the same LPD as per the standard and can write a brief to the reviewer that, the design is still going on and we are not talking any advantage in exterior lighting. But make sure that you lighting levels designed will be within the ASHRAE requirement for these area as some of these areas are non tradable surfaces and you have to submit the designed lighting load in your final submission.

That is a conservative approach so it should be accepted.
The one thing about exterior lighting is that it is a mandatory provision so technically you can't claim to meet the mandatory provisions until you have a final lighting design. We don't submit the model during the design phase as we want to base it on what is installed, not what has been designed. Again, technically you are supposed to update your model during the construction review if anything changed during construction that would affect the model.

Is there an option that we don't enter extrior lighting in the model at this stage. It is mandatory provisions, so an energy model without such provision could not be accepted, but for sure you know better than me, so please advice.

If you don't enter something the reviewer will ask why you did not include it.
