Currently we are working on a project which does not have a fire suppression system, but is trying to achieve "Enhanced refrigerant management" credit in LEED NC 2009.
In the LEED online form for this credit there is a option to mark "Fire suppression systems in the project do not use ozone-depleting substances (CFCs, HCFCs, or halons)." As the project does not have a fire suppression system we kept this field unmarked, but then the LEED online form shows incomplete. Does this mean that a project must have a fire suppression system to earn this credit?

just tick this box and in "additional details" - "special circumstances" just write that there is no fire supression system. the intent of the credit is not to use CFC, HCFCs and halons, so if you don't have fire supression system at all you meet the intent of the credit. In the reference guide it states"do not operate OR INSTALL fire supression system that contain ozone-depleting substances(...)".
