LEED methodology for calculating water use/efficiency baseline

Kwame, the best place to start is the LEED credit library: http://www.usgbc.org/node/1732070?return=/credits/new-construction/v2009 Also, if you're working on a residential project, have you considered pursuing the "LEED for Homes" rating system instead of LEED NC? Let me know if you like to discuss the whether it would be a better fit for your project.

Thank you very much Charles for taking the time to respond and the link provided. I am working on a project which aims to integrate water use efficiency measures into new housing developments (through loans for developers and technical assistance) and I have to establish a water use / efficiency baseline for the sector. LEED was highlighted as an example of an internationally recognized standard / methodology to develop the baseline. The LEED phenomenon is relatively new to me and therefore I am willing to hear more about any aspect which may be applicable to my project, including "LEED for Homes". Thanks again.

Noted with thanks Charles. Sorry about the delay in responding. I will review the link and get back to you. The project focuses on new developments but the baseline should be developed from the existing housing stock. Cheers!
