For multifamily buildings where the residents are responsible for purchasing and installing fixtures, for Option 1 do I need to survey every fixture in every apartment? Or is there a percentage that I can survey and apply to the rest of the building? For example, survey 10% of apartments and assume it will be the same flow/flush rates for the rest of the apartments.

Hi Zachary, I don't believe you're allowed to extrapolate the results of a survey to all fixtures in the building. The standard approach for this prerequisite is to take an inventory of all installed fixtures so that you can more accurately calculate water usage and identify specific opportunities for retrofits.
