Is it possible to improve your certification level after accepting final certification? For example, if a project accepts a LEED Silver certification officially, and then 4 months later the owner decides they really want gold, is it possible to achieve additional credits (i.e. add a solar canopy) and go back and resubmit? I've heard you can add new credits before accepting if you fall short, but any insight on whether this can happen after acceptance? Thanks!

No - one of the major steps in accepting the final review is signing off that you understand that the results are final and cannot be changed after official acceptance. Once you have officially accepted and been awarded certification, you do not have the option of increasing your certification level for that same certification. You could always switch to an existing building certification if desired.
