CS-2009 SSc8:Light Pollution Reduction

Facade lighting under a canopy or overhang

The lighting designer of our project is asking if flood light under canopy or overhang, which shoots upward but they will make sure no upward light goes beyond the edge of the canopy/overhang, can be excluded from the 5% permissible 90 degree allowance, i.e. do they count as angle over 90 degree or not?
