Nits for non-LED display exterior signage

Hi Bill - Perhaps you can help me with this. The RG states a requirement of 200 cd/m2 (nits) for nighttime hours and 2000 nits during daytime hours for Internally Illuminated Exterior Signage. Based on our research, nits is primarily related to LED displays. If our exterior signage is not considered an LED display, are we still required to meet the stated nit requirements? Rather, would foot-candles be acceptable for non-LED display signage? Thanks! Amanda
