NC-2009 SSc8:Light Pollution Reduction

LZ3 : horizontal and vertical lux

I'm note sure to understand the fourth demand of this credit. For zone LZ3 for example, we need to justify a maximum initial illuminance value no greater than 2.0 horizontal and vertical lux : is it really an illuminance of 2 lux ? It's very low ! best regards, Héloïse COUVERT - ETAMINE
