Using the centerline as the "site boundary"

The requirements state that for all zones: "Illuminance generated from a single luminaire placed at the intersection of a private vehicular driveway and public roadway accessing the site is allowed to use the centerline of the public roadway as the site boundary for a length of 2 times the driveway width centered at the centerline of the driveway." That's very helpful in that it allows more lighting at the entrance/exit of the site, but does it also mean that the LEED project boundary for ALL credits would need to be bumped out at the entrance/exit? That would then affect calculations in other credits, such as open space and heat island effect, correct? I know the difference in area is not very significant, but I just want to know whether the changes need to be made at all outside of the light pollution credit.
