Parking Lighting not through Building Elect Service

My project puts a new community center on an existing masterplanned campus. My LEED boundary includes new and relocated parking that serve the new building and are part of my project team's scope of work. Our electrical sub is providing exterior building lighting and light pole fixtures for the parking area. However, the parking lot light poles will ultimately belong to the local utility and are not powered by the building's electrical service. ASHRAE 90.1-2007 9.1.1c. indicates requirements only apply to "exterior building grounds lighting provided through the building's electrical service". Does that apply to the parking lot light poles or only "grounds" lighting? And if it does apply to the light poles, does that mean we simply exclude all of those fixtures and ignore photogrammetric issues that have to do with those fixtures? Even though the installation work is being done as part of our project?
