One of our lighting designers is very frustrated with the LEED requirements for light trespass at the boundary, specifically where the driveway goes from the public road onto our site. He explained that IES recommends increased lighting at these intersections for safety of cars and pedestrians. The 2009 modification that allows for an extension of the boundary at these locations doesn't seem to do it - there's still a couple of tenths of a fc over at the new boundary.
Does this mean that we can only get this credit where there's no roadway?
