NC-2009 SSc8:Light Pollution Reduction

Interior Lighting - no "Non-business hours"

I am working on a project that runs 24-7, every day of the year. Has anyone heard of exceptions made in terms of meeting the Interior Lighting requirement that "all non-emergency interior lighting be automatically controlled to turn off during non-business hours"? It's a hospital and we wouldn't be able to meet the Interior Lighting component through the maximum candela route.
