Local voluntary cleanup program - definition

Projects outside the U.S. may use a local equivalent to ASTM E1903-97 Phase II Environmental Site Assessment. In the U.S., there are 10 regions, where each region includes individual states within that geographical region. The U.S. Environmental Protection Agency (EPA) does not oversee the cleanup of brownfields. Brownfields sites often are cleaned up in accordance with and under the oversight of state “voluntary cleanup programs,” or state response programs. The benefits of enrolling in a state response program include the guidance and oversight provided by the state program, including guidance related to risk-based cleanups and constituent-based cleanup levels, as well as guidance on the use and long-term monitoring of institutional controls. State response programs also provide certain protections from environmental liability for sites cleaned up in accordance with program requirements.

Anna, I would use the version as prescribed in the manual due to the fact that ASTM E1903-97 is the version as directed by USGBC when you registered your project under LEED NC 2009.
