My problem is that in current project under LEED v4 I cannot find the forms in LEED Online. The project is registered and invoice is payer but there are no active forms there as it used to be in v2009. How I should procede with that?

Have you registered a CS project for pre-certification? In v4 this is done in an excel file. The active forms are only available once the pre-certification review process is complete.

No, since it's optional. After usgbc.org: "GBCI is now offering LEED precertification as an optional step in the certification process for LEED projects."

I would use the "Feedback" button on LEED Online to ask the question. If it's a technical glitch, that's the fastest way to get it resolved.
