District Energy - 3rd Party Analysis Requirements

Regarding EAp3 for a district energy system, do all chillers included in the district plant (CFC and non-CFC) need to be included as part of the alternative compliance simple payback analysis? Do two separate analyses need to be conducted, one for replacement of the CFC containing chiller and one for conversion of the CFC containing chiller?

Hi Phil, The upstream scope of the analysis in the case of a DES should be all the equipment in the district plant that connects to the building systems; if you can make that distinction, you can include specific chillers, but otherwise all the chillers in the plant which contain CFCs should be included. The analysis should show both the cost of replacement and the cost of conversion, and both values need to be entered into the LEED form. If either are feasible, then a phase-out plan needs to be developed. If both are economically infeasible, then the DES will need to comply with the leakage requirements.
