Substantial Completion, C of O, TCO

Per the LEED certification Policy – we can submit construction review at Substantial Completion (defined as the date on which the building receives a Certificate of Occupancy or similar official indication that it is fit and ready for use.) Is a temporary certificate of occupancy (TCO) an acceptable milestone at which to submit for construction review?

I spoke with a representative at USGBC and they confirmed that TCO is acceptable to submit for construction review.
