Lead Lined Doors

We have a lead-lined door for a dentist x-ray room. The manufacturer cannot confirm that the particle board core is formaldehyde free. The reference guides excludes FF&E from the Group 4 requirement. Can this lead-lined door be considered equipment and not a base building element?

Our specification writer says its not equipment, that is part of the base building even though it is part of an unique assembly.
