Based on the reference guide, I would assume this would be acceptable, however I have not had a project attempt this formally yet. It might be worth confirming with GBCI to be sure. Please report back!

Interesting - and confusing - question: the online Credit Library shows Exemplary Performance is available for 40% parking capacity reduction in Case 1, or a 60% reduction in Case 2, but in the Changes from LEED 2009 section it states: "The credit is no longer awarded for providing no new parking. If there is existing parking that will continue to be used by the project, it must also comply with credit requirements." That would suggest a 100% reduction wouldn't even earn the credit, although providing parking but reducing the capacity from 40%, 60%, or up to 99% of the baseline earns the credit and an EP point. Does that mean that in some projects you could add one parking space and earn the credit plus exemplary performance but adding no spaces at all earns nothing? Seems odd... would be good to clarify this.

What if the project has no parking spaces to begin with and none are added? Based on the comments, I was beginning to think that one could get a point for that. That was after thinking that one couldn't get a point at all if there were no parking spaces. It is very confusing. We need a GBCI reviewer to tell us what the intention is. My suggestion for GBCI: Give a point for no parking spaces. In addition give an exemplary performance point. Why not? The idea is to get people out of their cars and using public transportation, bikes or walking.

I reached out to the GBCI for clarification on this issue, here is the final word: "Projects that have no associated off-street parking achieve the credit automatically. Note that this is not 'no additional parking', but rather no off-street parking at all. A project that achieves this credit through this path is not eligible for exemplary performance." Hope that helps!

UPDATE: I pushed back on the GBCI about projects earning exemplary performance for not providing any parking, and they agreed to change their mind on the matter. Projects that provide no off-street parking can earn exemplary performance so long as the base parking ratio is greater than zero. If you have this situation you might have to 'force' the ID credit, as the base credit form may not recognize the project as having met the exemplary performance threshold. You also may want to reference the case number of my inquiry (Case 01712592).
