School outisde of project boundary

The requirements do not specify if the school has to be within the project boundary. We have a school that happens to be within 1/2 mile walking distance of more than 50% of dwelling units but is not in the project boundary, would this still count?

Sarah, yes, a school outside the project boundary is eligible as long as it meets the walk distance requirement. Eliot
