The conference center I'm working on has several small meeting rooms that have interior and exterior doors with the exterior doors leading to open public terraces. Those exterior doors are usually used by people taking a fresh air break from a meeting then coming back into the rooms. There are primary doors into the conference center nearby. Do those exterior secondary doors need walk-off mats?

You have to consider 2 things: exterior-to-interior, and regularly used. As an "open public terrace" your entrance fits the first criteria. So you would need to justify that the entrance is not a regularly used entry point. Ask yourself how much contamination could be brought into the building by meeting participants taking a break, and whether you think you meet the intent of the credit.
