I am working with a corporate client, who uses a third party company to seek and procure all their utility contracts. In the past, this company has gotten RECs and Green Power for their client for LEED projects. Since v4 NC now requires a 5-year contract, the client would like to know if they can submit a 5-year contract with their third party company stating they will annually purchase the RECs required to offset the building for the amount energy needed for the points. Will this contract be enough to satisfy the requirements and provide us the points?

I don't think so but maybe. You have to clearly demonstrate that the RECs have been purchased or definitely will be purchased.

I think so.
Don't forget the offsets for any scope 1 emissions.
