If we know were are only going to achieve 3 or 5 categories as compliant, is it still necessary to track all 6 categories and report in the xcel form, or do we just track the categories we think we can still attain?

Just document the categories for which you plan to apply. However if you have the data it might be a useful exercise for historical reference.
