Just wondering when is the "Alternative Performance Rating Method" (https://www.usgbc.org/credits/new-construction-core-and-shell-schools-new-construction-retail-new-construction-healthc-110) applies? Our project is not registered yet to LEED v4. State code is still IECC 2009. What would be the Baseline be based of 90.1-2010 or 90.1-2016? Much thanks.

That pilot credit is available. It references a methodology in 90.1-2016 which must be followed but it is amended in the pilot credit. The pilot credit language says that the baseline is 90.1-2016 Appendix G.
