EAc1 Credits Using DES Option 1 + A lot of Renewables

We have a project opting to maximize the 19points of EAc1. The project is served by a District Cooling Plant. If the project will only use the Option 1 of DES Guideline which limits the project energy points to 10, can we still get all the 19 points by providing Solar PVs and Solar Thermal Panels to bring down the energy demand and consumption apart from the DES 10 point contribution? What if we push the project to Net Zero, How will the DES Guideline be followed if it restricts the Option 1 (Downstream Only) to 10 points?
