There are outside works planned to be done. I understand that LEED reference guide definition is focused only in indoor alterations, mainly when talking about air quality because I don't see how can be implemented the recommended measures in a non-enclosed área. However, when talking about waste management or sustainable purchases, it may be reasonable to apply the criteria when alterations is being done, even if they are occuring in the outside área, doesn't it? And in this case, can this credit be earned by developing an IAQ management plan, even if it is not applicable to these Works?

Yes, it is possible to earn this credit by creating the IAQ Management Plan, if there are no qualifying alterations or additions that occur during the performance period.
What is the scope of the outside work on your project? My thought is outdoor work will NOT qualify for an alteration or addition, because like you mentioned, it is not within the enclosure of the building. Either way sustainable purchasing and construction waste management, are great practices to implement in either case!
