Using pre-existing conditions as oppposed to existing conditions

SS C6.1 has two cases: Case 1: Sites with existing imperviousness 50% or less: Requires proposed runoff not exceeding the existing runoff. Case 2: Sites with existing imperviousness greater than 50%: Requires proposed runoff 25% decrease from the existing runoff. If I use the current site condition, which puts us under Case 1, but we won't be able to meet the existing runoff. However, our site was once a bus depot which was mostly impervious. The building and majority of the pavement was removed around 2001. If we can use the pre-existing site, we may be able to reduce the runoff to be no more than 25% of the pre-existing condition. Has anyone used the pre-existing condition for this credit? Thanks!

If you are going to try that approach, as the Devil's Advocate I am going to say "before it was a bus depot is was a meadow, model it that way." You need to be able to pass a straight-face test. Your approach, in my opinion, is nothing more than an attempt to game the system. What kind of BMPs have you looked at in an effort to comply?
