EXCEPTION for SSc4.1 - Bus Stop w/in .25mi

While working on SSc4.1 I have realized that there a no bus stops within 400meters of the main entrance of the building. However, there are 4 bus stops within 450 meters. The main entrance of the building is also located within a large gated campus facility with no public access of any type. There is no campus style shuttle available. Would there be any exceptions available for this particular instance?

There's an existing CIR that deals with this under similar circumstances but for a prison. Search the CIR database and see if you might be able to pull from the ruling noted there.
