We are renovating a small health clinic on a small restricted military Post. The people who use this clinic live on Post or are students on Post. People walk more than the 1/2 mile to enter when the school starts and back to the metro station when school's out, they billet on Post. We are not adding cars to the road or any of the other things we're not supposed to do per this credit, but does walking count? Transportation is limited to a daily shuttle from another Post for people who work on site.
