Regularily Occupied or not?

I'm working on an industrial building in Virginia. One of the rooms is a Quiet/Sleep room, where employees can rest in between their shifts. Is this room considered to be a regularly occupied room?

A review of the regularly occupied space matrix indicates that any type of bedroom, bunk room, or sleeping quarters is considered regularly occupied. However, one can always submit a narrative for the exclusion of any space from being considered.
