We are having trouble finding EPAct-compliant fixtures. Is that a problem?

Where can I find a clear meaning of "public" and "private" as relevant to lavatory faucets?

Our project is a small pavilion in a park, with tenant space for a food outlet, and (separate) restroom facilities to serve park users. We are looking for guidance on how to estimate the number of "outside customers" that will be using the restroom facilities. These will typically be park users. Has anyone any experience/advice in such a situation?
