90.1-2007 G3.1.1 exception d vs 90.1-2010 exception c

Exception c requires that lab spaces use a system 5 or 7 in the same way that exception d does, but exception c does not prescribe any specific turn down during unoccupied periods. Does this mean i can force the baseline to be constant volume at the design air change rate assuming my air change rate is higher than the required airflow to handle the load?

No. That particular requirement was moved to the exception under G3.1.3.13 for lab spaces.
