For LEED 2009 (C&S) is it acceptable to use the following surface reflectances - - Walls -80%, Floors-25%, Ceiling - 80%. Is there any guidance on what can be used for these simulations.

You should use what your actual reflectances are. So if that is what will be in the project then it's fine. In v3 there is no required reflectances that should be used. IES Lighting Measurements LM 83-12 Approved Method is a good reference in regards to simulation parameters.
If you are running preliminary analysis to get a base reading, 40% floor, 70% wall, and 80% ceiling is a good starting point. But always use what will be in your project.
