NC-v4 MPR2:Must use reasonable LEED boundaries

Single tenant O&M certification on a multitenant building

LEED O&M 2009 reference guide stated (page xxii) that "certification applies only to whole buildings" and that "the project of a multitenant building must involve at least 90% of the total gross floor space". In LEED O&M v4 I can't seem to find the same reference and therefore I wanted to know if it is possible to certify a portion of a building (3 contiguous floors under the same ownership but representing less than 90% of building GFA) on a building with other floors/owners.

Would this lend itself to the LEED for Commercial Interiors certification?
