Our client is building a cold dark shell specifically for a tenant (Large grocery store) and the tenant has specified all HVAC, plumbing fixtures, IAQ requirements... (essentially all prerequisites) to meet LEED requirements. All of this is shown on their drawings and specifications, which we intened to submit. Do I still need to get the tenant to sign a binding lease agreement which specifically states LEED requirements OR can we do without one.

Basically, you need the design documents for the tenant space and a letter from the tenant stating that they will build-out as per the documents. See LEED Interpretation #10129 for more detail.
With this approach there is no need to incorporate these items into a binding lease.
