Certificate timeline

I am working on a neighborhood project in Egypt , and we have been thinking to use LEED v4 for ND Plan , it is stated on usgbc official website that Plan: certification is available to your neighborhood-scale project if it’s currently in any phase of planning and design and up to 75% constructed The project is currently in the schematic planning phase , and we would like to apply and acquire the certificate as soon as possible and before construction which will help in marketing for the residential units for the project, so i was wondering about the possibility of applying for the LEED certificate after finalizing the design stage is that possible ? and if yes , how can this be achievable when there is a prerequisite GIBp1: Certified Green Building which is impossible to achieve while the project hasn't started construction yet ! and what is the expected timeline for acquiring the certificate??

Soha, yes, you may submit under ND Plan when the project design is finalized and before construction begins. Under ND Plan, to satisfy GIBp1 it is only necessary to register a building for certification, not to actually obtain the certification. Building certification must be obtained if the project returns under ND Built Project. Regarding the certification timeline, you should receive a preliminary review about 45 days after your initial submission. Once you respond to review comments and resubmit, you should receive a final determination in 30-45 days. Eliot
