Low Emitting Fleet Plan

Hello all - we are pursuing this credit for a school district who has adopted an all-propane bus fleet. This means our project adequately meets the credit with ~85% of vehicles used by the district being compliant. However, our reviewer has asked us for a "continued plan for the buses and maintenance vehicles to be low-emitting and fuel-efficient." Can anyone give us some guidance on what exactly this "plan" is supposed to include? I'm having a hard time finding any details for this compliance path. For instance, can our team just submit a copy of the 7 year contract with the bus provider? Or should we have to write up a new document that states something related to the credit being in place for the lifetime of the building?

I'd also love to see an example of this. We are working on a school where the facilities manager is creating his own biodiesel on site for the buses.
