Why are the CI designated parking requirements in Cases 1 and & 2 Option 1 determined by a Full Time Equivalent of tenant space/building while for New Construction the requirements are simply a percentage of parking provided?

If a CI project occupies a building that has existing parking, but no designated parking to the tenant, can it pursue “no parking will be provided"?

If a CI project occupies an entire building, but has no parking available for the occupants, would this satisfy the requirements of this credit? Case 2, for project that occupy more than 75% of the building, does not seem to list an option for no parking provided. Thanks!

It sounds to me like it would, but I can't say for certain. Go with the "Alternate Compliance Path" and clarify that your approach is the same as SSc4.4 from BD+C for "Provide no new parking" (incl. language of the requirements and explain why it's an appropriate approach for your project). My gut says you've got upwards of a 75% chance of getting the point with this approach.
