Re-Appeal for a data center

Hi, We have a project that underwent an appeal in order to get EAp2/c1. The results of the Appeal (D+C) were that the prereq was granted, but not the points from the credit. The project is targeting gold and as such needs the points. The main issue we have after making the amendments and providing more explanations, is how do you go about submitting the energy credit when the pre-req has been awarded? I was thinking of submitting the EAp2 dya sample template with the complete project information (for accounting purposes) and upload it as part of EAc1's special circumstances. We have of course contacted the GBCI, but unfortunately it is taking them longer to give us a response than the time we have available. The other issue we have is that other than some minor ASHRAE methodology issues which after correction, only change the points by 1 point, is that we do not seem to be getting our Exceptional Calculation Methodology (ECM) across to our reviewer. This ECM had been previously used for other 3 projects without any problem. For the Re-Appeal, we have made the methodology changes (resulting in the above 1 point difference) and we are going into further detail/paraphrasing the already submitted ECM. We do not feel it is fair to pay again for a review (on top of the time we have spent). However, the only way to get across to the reviewers is by submitting a payment. Any ideas on how to approach this situation? Thanks,
