Hello, Our project is connected to a utility steam network with a declining block utility rate, so as the building uses more steam the rate decreases. This seems like an unfair penalty in relation to energy cost savings for EAp2/c1 since the more we reduce energy consumption from the baseline the higher the steam rate will be. Has anyone come across this before and know of a way to limit the effect of this penalty? Thanks.
