IEQc8.1 Core and Shell credit with no tenant fit out

We are in a design build arrangement with an architect and owner to construct an office building with no planned tenant fit out at this time. We would like to pursue IEQc8.1 as the owner has expressed a desire to include a Lutron automated blind system for the building anyway. Can someone please confirm that the window pockets and blinds themselves are not necessary on our IFC documents as long as we meet the requirement with 75% of normally occupied area at 25fc and place the need for the tenant to supply the automated glare control shading in the Tenant Fit Out Agreement? I read responses related to this by other users, and realize addressing this in the Tenant Lease agreement is not necessary, but will the fit out agreement inclusion suffice and preclude us from including the shade and associated pocket detail on our construction docs?
