RPc Threshold Questions

I want to make sure that I am understanding the thresholds for a few different RPcs. For three of the possible credits, there is a threshold given in the v2009 RPc database. For EAc1, the threshold/path is listed as 28% for a new building. I'm assuming that this means anything equal to or better than 28% below achieves the RPc point. I'm also assuming this is the same for WEc3. The threshold is listed as "40" (no % symbol included) so I'm assuming that means that we need to be at least 40% below the baseline. For EAc2, the threshold/path is listed as "1" so I'm assuming that if we get any points for this credit, we also get the RPc. For EQc7.1, SSc4.1, and SSc6.1, no threshold is listed so I'm assuming that means that as long as we get the original credit, we are eligible to receive the RPc, as well. I hope my lengthy and rambling explanations make sense. If anyone sees any issues with my assumptions, please let me know. Thanks in advanced for any help.
