We are building a mixed use project, Office, Hotel and Residential to qualify for LEED CS 2009 Gold. Only the office core will have toilets that will be built during C & S construction. The rest of the toilets will be by tenants.
Will a binding tenant lease or sales agreement be enough to comply with the requirements of WEp1 and WEc3?
Will GBCI send an inspector if the tenants really purchased and installed the fixtures specified in the lease agreement before awarding the points for WEc3?
I am confused with the requirements.

Hi Ruel,A binding tenant lease agreemnet will do. See CS Appendix 4 from the LEED Reference Guide for your options. And onsite visits aren't normally part of the approval process, though GBCI reserves the right to conduct an onsite investigation if the certification is challenged.
