Is it possible that baseline SHGC can be smaller than proposed one, even if both are below 0.25 (maximum)?

Keep in mind that these values are prescriptive values, you are not required to meet or exceed them in the proposed design. The baseline should reflect the exact value in Table 5.5-X for SHGC and the other envelop parameters. The proposed should reflect the actual design.
