Hi, my project is a mix use building with two buildings connected via a commercial area below, a residential and hotel in one block and a office tower in the other. My question is, as the hotel tenant and residential block will be unlikely / not going to pursue a LEED CI certification, can I exclude details such as water fixtures, HVAC system, etc that does not effect future tenants of the office block? Will features of the core and shell on the office building suffice to achieve points for this credit? Thank you.

The tenant guidelines should apply to all areas within the LEED project boundary. Part of the intent of this credit is to provide an educational resource for tenants describing the sustainability features of the building as best practices for their fit-outs, regardless of whether or not they might pursue LEED-CI. For an intended mixed-use project, it might make the guidelines more meaningful to highlight certain features that are relevant to the hotel, residents, or commercial spaces, as well as those which would contribute to LEED-CI points for the office building.
