What exactly does LEED mean by residential neighborhood or area?

Only a portion of my complying residential development lies within the ½-mile radius. Will this suffice for credit compliance?

There's a limit of how many of the services can be within the LEED project itself, namely only 1 service can be counted.

I had a library project and attempted to claim it under this credit and received this comment: the library "which is the same building that is being certified, is listed on the form and should not be counted as one of the ten basic services"
